I wonder as he approaches the autumn of life, he's searching for a re-entry into the Church (he was ordained a deacon in the CofE, but left the Church because it didn't support his homosexuality) so he has to claim that Christianity does, in fact, support homosexuality. I can't think of anything other than existential unease that would drive him to put out such abysmal, long refuted scholarship.
Maybe William Barclay, commentator popular in '60s & '70s? He had a problem with miracles in the Bible and proposed naturally occuring phenomena to explain them.

Seriously, I think highly of Dr. MacCulloch and of his past scholarship. So it's sad that wrote that book.
